A modification or an upheaval of the parliamentary form of government? An analysis of the Meloni Government’s constitutional bill

This piece presents and discusses the latest attempt to amend the Second Part of the Italian Constitution. To do so, it retraces the reform plans of the Meloni Government, with a special focus on the bill that aims to introduce the direct election of the President of the Council of Ministers. The paper discusses virtues and flaws of the so-called premierato, with an eye to the stated goals of this project, its ability to achieve them, and the comparative context.
