This paper aims to offer an overview of the current state of development of the so-called “European political parties”, especially after the 2019 European elections. This analysis is carried out under a dual perspective: normative on one hand, examining the electoral legislation of the European Union and its 2018 “reform”, which provides useful elements to understand the evolution and consolidation of the European party system; political on the other, evaluating the degree of participation of these parties in the framework of the European elections’ organization, which gives a clear idea of their nature. Hence, still today, their nature swings between that of real European parties acting as the political link between the European citizen and the EU institutions, and that of mere supranational networks of national political parties.
Il presente contributo, prendendo spunto dalle vicende connesse alle recenti elezioni europee del maggio 2019, intende verificare l’attuale stato di consolidamento dei cd. “partiti politici europei”. Tale analisi viene condotta seguendo una duplice prospettiva: normativa, da un lato, attraverso l’esame della legislazione elettorale dell’Unione europea e delle recenti modifiche ad essa apportate, utile all’indagine dato lo stretto legame esistente tra sistema elettorale, rappresentanza politica e ruolo dei partiti; politica, dall’altro, attraverso la valutazione del grado di partecipazione di tali partiti nell’ambito della gestione e dell’organizzazione delle elezioni europee, banco di prova privilegiato per accertarne l’esatta natura. Una natura che, ancora oggi, oscilla tra quella di veri e propri euro-partiti, in grado di porsi quali anelli di congiunzione politica tra il cittadino europeo e le sue istituzioni, e quella di meri network a livello europeo di partiti politici nazionali.
